		<description>Yes, if we see something that needs to be done, the proper response is to do it.  Musing over &quot;whose&quot; job it is is a convenient way many of us avoid work and feel self righteous.  it is so much easier to assign responsibility than to take responsibility.  And from a narrative point of view you are on the mark with your instruction to have your characters act.  Action moves the story.  Emotion alone treads water.
